The SIGNATORY has notified ETSI that it is the proprietor of the above listed IPRs and has informed ETSI that it believes that the IPRs may be considered ESSENTIAL to the Standards listed above. The SIGNATORY and/or its AFFILIATES hereby declare that they are prepared to grant irrevocable licences under the IPRs on terms and conditions which are in accordance with Clause 6.1 of the ETSI IPR Policy, in respect of the STANDARD, to the extent that the IPRs remain ESSENTIAL.
On 4 February 2009, Nokia Siemens Networks has informed ETSI that the above IPR has been transferred from Nokia to Nokia Siemens Networks. The licensing declarations given by Nokia for this patent is herewith confirmed by Nokia Siemens Networks.

The above patent was initially declared by Nokia Corporation on 21 December 2001. On the 2 November 2007, Nokia Corporation has notified ETSI that the above patent family numbers have been assigned to Nokia Siemens Networks Oy, Helsinki, Finland as of 1 April 2007.

On 17 June 2008, Nokia Siemens Networks has provided ETSI with the following updates to the initial declaration of Nokia Corp. of 21 December 2001:
- Replacement of the incorrect patent title “GPRS LCS GENERAL ARCHITECTURE“ with the correct title as reflected above;
- Addition of the Patent Number EP (UK) 1125459;
- Addition of the Specification number TS 29.002, as reflected above;
- Addition of the Section and/or Version numbers for TS 23.271, as reflected above;
For the sake of clarity, Nokia Siemens Network has informed that the change of position on all above patents will not affect Nokia’s FRAND commitments under the ETSI IPR Policy.

- Removal of the Specification numbers TS 03.60 and 03.40;
- Addition of the Specification number TS 23.002, as reflected above;
- Addition of the Section and/or Version numbers for the Specifications TS 23.060; TS 23.040 and TS 29.002, as reflected above.
