In accordance with the ETSI IPR Policy, Article 4.1, the SIGNATORY hereby informs ETSI that, with reference to UICC TS 102 241 Specification, SUN hereby declares its belief that the patent identified above might be considered ESSENTIAL in respect of the UICC TS 102 241 Specification. SUN further declares that it has granted, and is prepared to continue to grant, licenses under its ESSENTIAL IPR, including the above mentioned patent, on fair, reasonable and non-discriminatory terms and conditions. In making this latter declaration, SUN relies on its continuing belief, also stated in prior declarations to ETSI, that Sun's standard license terms and conditions, as reflected in agreements that SUN has previously entered into with SIM card manufacturers, satisfy this standard
